in and out should be 0 to be disabled

I want the min packet in put it seemed to report a to low value (they stated that net graph showed a higher value), could you digg into that or am I missinformed?

Also noticed you didn't use the normal 0 for disabled or is it a typo

sm_ping_admins_immune "1" -- Admins are immune? 1 = Yes, 2 = No

It's a typo. Packets in/out on the client may report differently than they do on the server since it is a server-side call. If you run sm_rates <target> you'll see what they're actually sending/receiving.
