Try this order:
sm_cvar sv_hibernate_when_empty 1
sm_cvar sb_all_bot_game 1
sm_cvar allow_all_bot_survivor_team 1

If that dosn't help, put them both in your sourcemod.cfg and your server.cfg

unreserve lobby isn't related to slots,only reservation cookie set by lobby
