If you want to upload an sma file which is bigger than that, then compress it into a .zip file.

Yes, it is limited to that 488 KB.
However, you should not worry about that since that is a high enough limit for all plugins.

If you have a plugin that has a file size bigger than that (and isn't a stupid plugin with spam or something in it just to reach that size), then you are most likely doing something wrong.

The biggest file size for .sma files that I have are around 200-300 KB.

The only exception for this limit that I can think of is Hawk's ApolloRP mod.
