Amx mod 1.8.2 will give you a "spawned NULL entity" error, you need 1.9 to fix it.

Why hamdata.ini? That's a default AMXX file. If someone doesn't have it he's not supposed to have it according to his AMXX version. Replacing the file with the one you uploaded can only cause problems.

I am not sure why hamdata.ini broke in my config, but I got a new one from https://github.com/joaquimandrade/Ha.../master/config . It's newer than my plugin.

You get hamdata.ini when you download AMXX! Don't download the file from other places, including the one you attached.

Well the latest AMX Mod causes a "spawned a NULL entity!" fault that is apparently is due to hamdata.ini. How can I fix this without changing that?

Edit: Ah. There's an AMX Mod 1.9. Bad hamdata.ini was from 1.8.2.
