Do you want it so only certain clients have a specific range with their weapon?
If not, why not change the range and range modifier value in items_game.txt and exclude the file in sv_pure whitelist so you don't get clients kicked?
That's what I do currently and it works without issue for the zeus weapon.

Can't they exploit it by changing their own items_game.txt and gain advantages?

They might, I haven't really fooled around with it. I'll try tonight and see, or report back with your own findings.

I will say, most people don't realize that or have it changed because they would get kicked for that, and those who do have it changed either are bypassing with cheats or are exploiting this scenario. They would have to revert it to play anywhere else. So it, to do that, it's a lot of work for only a few advantages which would get you banned.

I have a plugin published on Alliedmodders for which I query client cvar "name" to get real steam name. It is actually bypassable however anybody who bypasses it will be marked by VAC for the next wave, so I didn't bother fixing

There haven't much update since 2011.
And have been tested in few games, not csgo include.
