There's a big bug that causes clients to crash due to error spams in client console resulting in "not enough memory":

There's a facepunch thread about this bug, and I've seen it happen in many servers using custom sounds.

None of these threads give a proper solution since the only way to fix it seems to be by asking the clients to delete the sound.cache file in their TF2 directory.
I've tried it and it reoccurs. I had to discontinue some mods because of this.

It has happened on maps with custom sounds and plugins with custom sounds (like freak fortress 2).

Any idea why this is happening? What is causing it? Why doesn't valve patch the console spam? Is this a precaching issue from the plugins side?

From time to time the game servers changing map versions and it might do a mess with client sound cache. Sounds is not playing or glitch sounds might be hear ....and spamming your client console.
Go to your cstrike folder (root game folder where is hl2.exe), now search for all files named sound.cache. Delete these files, the new ones will be auto created by game. Worked for me.

I wonder if there is some server plugin or script to somehow force clients to update their caches, so the unexperienced user does not need to take care about deleting some files....thanks much for some links.
