How to make sure evil witch is working? I made sure its installed properly, but when I write in console "sm_cvar l4d_witch_chance_followsurvivor" it says its an unknown command.

it means you didn't install it, or you have launch error, see error logs

You have outdated server. Current stable SourceMod is 1.11. Update server, or manually compile the plugin with compiler that match with a version of your server.
