Hey, I cobbled together a working concept for what you want. There is a caveat in that changing grenade damage will effect both the projectiles colliding with players along with their respective explosions, fire, etc.

Put custom_weapon_damage.cfg in /csgo/addons/sourcemod/configs

You just need to change the list of weapons in the plugin to one that is supported by L4D2.
