No, Valve has made it very clear that they wish to block servers forcibly redirecting users (with or without their knowledge). This is made clear with their recent updates, comments they have made publicly, as well as a response to an email I sent to Alfred.

Have you not been reading the thread? You can no longer redirect people. Plus, once your server crashes, AMXX is no longer running
