It can if you have a plugin reading from that file, but it won't slow down if using it in a .cfg file that is being executed.

And, if you take that little comment as bashing, you seem a bit sensitive.

Were talking about different type of performance, your saying about gameplay performance and during the game is happenning, I'm having a more general apporach to performance, I also include loading performance.

They are the same thing, since the loading performance affects gameplay if the performance is inefficient, thus causing lag in the server.
