Description
Enables the tickrate on the server.
This is the same as the extension but only in the form of a plugin

l4d2_tickrate_enabler_auto_rates <- Automatically sets rates
l4d2_tickrate_enabler_tick <- Desired server tickrate

Nope, it was ProdigySim and Visor who had created the extension. I just added support back for Windows platform because promod community only supports Linux and maintained it due to signature/offset updates.
