Have a friend join your server where your plugin is running and have them test it out.
Dont need steam or hl2 to run a server.
Should not need it to write code either. IMO

if you have a friend with source then they could start a plugin and let you "look" at the source that it extracted. unless you want other tools.

I think no one's fooling anyone here. If you are searching for the SDK *and* you are playing HL2 that most likely means you have a stolen copy of HL2.
