[REQ] Stop the automatic module loading

In the modules.ini there should be a option to NOT load a specirfied module.

The modules are only loaded as they are requested.

This won't be added. If a plugin author wants a module to not be automatically loaded they can use: #define AMXMODX_NODYNALOAD

If there's an extremely rare case where someone has a binary plugin and an alternative module, they can delete the original and make sure the alternative provides the original interface.

In the future, please don't request things "just because you thought of it" and don't have a specific instance in mind -- usually that means it's not necessary ;)
