I don't think u can do this with a plugin on the server since if the server crashes it crashes everything. So u should not be able to send anything(correct if im wrong), so it has to be outside the server.
U could do a script in php that checks every x seconds if the server is off if so send chat message to the "chatbox".
Or if u have a virtual machine use the restart script to send that message everytime it starts, i did that with my mw2-server, (in my case it logged in a file)

Well, yeah. Plugins are initialized on map start.
