I change my game type +game_type 0 +game_mode 1 to +game_type 0 +game_mode 0 now all working normally.

I tried this and now players including myself won't crash out of my server immediately on joining team or on round end, but after a few rounds they still get "timed out".

My 1v1 multi arena and normal server with mp_maxrounds 0 and just mp_timelimit 20 works fine still with the latest update.

This seems to fix it for me. My server runs on classic competitive mode, and changing it to casual seems to have solved the problem.
