I apologize in advance if my request already has a plugin or it turns out there are built-in game commands available, I'm still new to this, I've tried searching for it and didn't find the one that suits what I need.

It's simple, I want the chat/say to not disappear, the chat will always be displayed and only replaced by a new chat, if possible the number of chats displayed can be adjusted. I saw on YouTube a video with a chat like this, I also saw someone using a chat box, so the chat history can be viewed again without looking at the console, I've also looked for this plugin and didn't get anything.

if possible, a plugin with just that function, nothing else, thank you all.

Chat messages expiration is controlled on the client side via hud_saytext_time cvar. It can be done via a plugin by spamming the chat, but it wouldn't be a good idea at all.
Chat box is also via a client side modification. You probably mean this(@22 seconds):

damn cvar hud_saytext_time is really what I need, why didn't I find this cvar before, I feel stupid. about the chat box, what I mean it's really like in the video, its even better than i saw on youtube, how do I change it like that?

The chat box is a client side modification called metahooksv. I wouldn't recommend using it on steam though as you might get vac banned.

I've heard a lot about it being dangerous, I've tried other plugins that use it, but it never worked

What he is talking about is NOT a plugin. There is no server-side plugin (all plugins) that can do what he's talking about because he's talking about a client-side modification.
