but why don't change map immediately
and just set the nextmap?

From the notes, it seems like it should. You should check the value of the cvar by typing it into the console without a parameter. If it returns a 0 as you set it, it must be a bug or unimplemented feature. If it returns something else, then go back in to the config file and make sure the change to the cvar stayed. Sometimes some config data gets cached and dumped back out to disk later, overwriting your changes. If this happened, shut down the server, make the change(s) to your config file(s), then restart the server.

I confirmed that my only server running UMC appears to be working OK at the moment, but I am using the NativeVotes plugin on it, so the vote is displayed using the TF2 vote screen (note: old pic) instead of the voice command style menu.

i got this error, endvote wont start, and it just randomly picking the next map, how do i fix?

[umc-endvote.smx] SETUP mapcycle failed to load!

edit: i found it however i'm a bit confused, do i just drop the nativevotes_mapchooser.smx into the plugins directory and that's it or do i need builtinvotes installed as well?

Well, in theory whether you have NativeVotes installed shouldn't matter unless the SourceMod menus broke.

If you do want to use NativeVotes, you'll need nativevotes.smx and nativevotes-basecommands (to add /votecancel and /revote support) from the NativeVotes thread, and umc-nativevotes.smx which is in the zip I posted with the sound fix the other day.
