There is no way to get the official HLDS from an official source without using SteamCMD. Any other method, beware.

Assuming you are also running the game on your personal Windows PC, try running hlds.exe that's in your local game installation and see if it works. For some magical reason my Steam hlds.exe inside the game folder is also not working so I'm not sure. If it work in your local PC, upload your whole game folder to your remote Windows server and run it from there. If all goes well replace the stock files with ReHLDS to get those latest performance improvements.

The idea I want you to get here is, since you already have all the latest game files installed locally, that makes you have the full installation of the game. So if anything goes wrong and gives errors while running hlds.exe, most probably the problem lies within those *.exe and *.dll files in the game folder. If you replace those files with some working versions of those files, it should theoretically work. Also make sure that metamod is properly directed in /cstrike/liblist.gam file and make it read-only. I hope you get this idea about what to do here and I can't discuss this further here or help you further on this matter because it will be probably long if you keep getting errors. I'm not currently hosting on Windows so I can't give you an easy response to this. Maybe if you switch to Linux, I can help you instantly. It's not that hard to host HLDS on Linux, just like umm 5 commands and you are done.

I don't know. I haven't run 1.6 servers since GO came out. I have no idea why one would or would not push rehlds so hard, but both of your guys' aggressive and/or completely unhelpful responses certainly didn't do anybody any good.
