I was wondering if anyone knows of a mod that when in game a player can type something like !modinfo or something like that which will bring up a message showing each mod installed on that server and how to perform each mod. My clan members all know our mods however visitors do not and its getting old having to tell each new player all the mods and how to perform them.

You could just put it on your MOTD. A plugin explaining all of your plugins would need to be custom written for your server.
