In der Datei plugin.anticamp.cfg unter cstrike/cfg/sourcemod und wenn du es geändert hast musst du über RCON das Plugin neuladen oder die Konfig ausführen oder was wohl am einfachsten für dich ist einfach den Server neu starten.

It would be cool if when mp_chattime is on that the plugin sees that and doesnt slap players at the end of the map

You can do this using other plugin =)
Per player commands

and add code

"PerPlayer"
{
         "0"          "sm_anticamp_enable 1"
         "16"         "sm_anticamp_enable 0"
         "default"   "sm_anticamp_enable 0"
}

you can leave default empty ""

1 question, if sm_anticamp_slap_dmg 0 and sm_anticamp_slap 1 will that still slap with no damage?
