-engine in modules.ini is aktivated

It tells you whats wrong! Blaming it on the plugin!? lol It is you my friend, it tells you what to do righ there! You have to enable your cstrike module, if you have not downloaded the Counter-Strike Addon, that is most likely your issue. Dont be so quick to judge other peoples work when its your misshap.

Slaying and Spec-switch were tested and work fine on my server. Are you shure, that u did not change the cvars at some point in your config?

I still have no time to finish development, so kicking and rename do not work as I would wish, but all other things (except the menu) should.

Which amxx-version do you use?

1.65 now 1.70. But I will see what i can find out about those, im not sure cause i have them set in server.cfg also. And nobody changes them but me.

Concerning slaying: Are you shure, that you turned admin immunity off or watched for a normal player?

If this is not the problem I will try to update my own server to 1.7, I will tell u than, wether it works or not. I hope I will find some time for this at weekend.
