people cannot use mics in my server although i have :
sv_voiceenable 1
voice_enable 1

in my server settings ..

Can somebody help please ?

what game mode are you in, are you expecting everyone to be able to talk to everyone? does it even show up in the client hud that the mic is on?

I can only guess this is your alltalk problem - your going about setting cvars wrong - ditch the gamemodes_server.txt file, I don't know what your setting in here but it should only be changes! Same with your server.cfg, some of those should be in autoexec.cfg and the others in the respective gamemode_XXX_server.cfg file - only changes. have a read.

Also be sure to actually check the cvars you are setting, like you said, in your server settings, that's already wrong. If it's in the server.cfg it's not going to work, you need to put it in the gamemode_***_server.cfg

Not to mention there is:
sv_alltalk (Should dead and the living talk)
sv_full_alltalk (Spectators can cheat with everyone)
sv_voiceenable (Is microphone talking allowed)

voice_enable is client side, not for servers.
