How do we set spawning so it is not in t/ct spawn like on regular maps?

I've tried both

spawnmode = 1
spawnmode = 0

and there is no difference.

Did you upload the maps folder properly?
CSSDM should have a line in your logs like
[CSSDM] Loaded 31 spawn points for de_dust
