Is there any way i can register admin on both Name and Password + Steam ?

When you register an admin in user.ini you can register him by ip, steam or name + password
I want to register an admin in user.ini by both name and password and steam

In other words, if an admin wants to connect he requires both his steam, and his name and password

I don't want the little weasels to change their name
