When i put commands on my server.cfg , some of them do not work. For example i put mp_friendlyfire "0" but when i go into the server its still turned on same with bot_quota "0", ill get to the server and bots will still spawn. need help

Is it a public server? What are you using for bots? For example podbot has its own config file, and for me it required server restart to turn bot_quota on/off.
You might have other configs that get called after server.cfg where mp_friendlyfire is registered as 1

if you are using map configs plugin , check cfg/sourcemod/map-cfg
