I only skimmed over this thread. But server side, fps_max does nothing. And your sys_ticrate should never be higher than 400 (even 200). That's retarted, I don't care if you're running NASA hardware, you'll encounter problems.

If it is a nfo server, you have no say in changes those rates, or if you do, you will choke down your server. Unless you know their connections speeds per box, their is no use in changing anything from a server provider.

Changing rates is mainly for home computers, not purchased from providers, as they automatically create those rates based on what they offer, or what you purchased.

Their is no "best rate" for general variables, its all based on your connection.

sv_minrate 4500 : U can set this to 0 if u want, but then ur players will have all different pings. setting it to a min 4500 means that ur players will have a fixed minimum rate, which saves cpu.
