Hooking Think "Unable to load extension "sdkhooks.ext": undefined symbol: Warning"

I am having a problem while testing this branch (more info on the commit description), It adds some hooks to IServerGameDLL::Think and exposes a flag for plugins to request a call on the next think call, I can't see where the bug might be :/

tier0 isn't getting linked.

I believe there is or was a bug in the AMBuild files for SM that could cause that to happen with tier0 and vstdlib on newer versions of GCC. There is/was a workaround, but I don't know what it is. Clang should work though.
