I think I am having the same issue as you.
I'm using an autoupdate script.

I have multiple VPSes on Ubuntu 16.04 and these scripts were still running fine yesterday.
But it seems to be looping the update process forever and returns this error "error! app state is 0x202 after update job." since today's TF2 update.

Yes, probably on windows and others launcher than ubuntu everything works fine :/

So we have a problem and we need wait for Valve to update this...
