The entry is fine, the "random" section you have set "count" "7" when it should be "9" because you have 9 entries. Then the plugin will randomly select one of those entries. If you want only "SnowStorm" loaded then set count to "1", delete all the other entries and only keep "1" "SnowStorm" listed.

Many players on my server complained about the low fps rate at the start of the game, which resulted in some players getting fps as low as 30/10, stuttering to the point where they couldn't control their characters or even chat, and they had to rejoin the server

I tweaked the l4d2_storm_style parameter 2->1 but that didn't work

Sorry, I don't speak English, this is using machine translation

add:
Restoring the value of sm_cvar ”net_splitrate“ to default fixed the issue, before that it was set to 2

The fog on the c2 map and the color seems to be limited, whether through commands or modifying the configuration file, the G and B in the R, G, B values are always locked, and the whole world is either completely dark or bright red.
I haven't checked other maps

The RGB values should be in the color255 format. "255 0 0" would be red. "0 255 0" would be green. "255 255 0" would be yellow. Setting to "1,1,1" would be dark and is also the wrong format, it should be without commas. Look at the other examples provided.

You can test with the command: "sm_fog 0 0 255" for blue.

Can you lower the rain entity spawn position?
The rain doesn't seem to really hit the ground,It is especially obvious when rain type = 0。

Height has no effect, if it doesn't reach the ground that's how the game does. Probably notice the same in maps with rain by default.

Yes should be if you compile yourself, the provided .smx is compiled with 1.11. If there are errors when compiling on 1.10 then I suggest updating SourceMod to 1.11.
