99% of the time if they come to you with a budget without discussing the work, it's a scam. Would you ever walk into a flea market and announce you have 1000$ to spend on "items?" Nope, you find something you want and then ask or bargain to buy it.

Dude, I have a tip for you: Learn to do your own work. If you have questions, feel free to ask here. Spend your time learning scripting and stop spamming the forums. You should already have noticed that noone is going to accept your offer because it is very suspiciously.

Anyway: who can proof he is scamming. Maybe someone is seeing this and then the person is scamming him at the end.
