the map c6m1_riverbank is not included in the sourcemod change map menu. i tried using sm_cvar changelevel c6m1_riverbank but dosen't work. anyone knows why?

its not a cvar sm_cvar wont work

either map it or just changelevel it.. dont put sm_anything in front.

i don't have the rcon. only sourcemod admin. the server is a dedicated. any other ways?

Seems like someone here should read the manual before actually doing something.
sm_cvar will only change cvars, if you want to execute something thru RCON, use sm_rcon. If you want to change the map, use sm_map.
