honestly, this just seems like a Sisyphean task to me, dude. you think you have some progress? BAM, no way to specify one client! I think we should just chalk this up as one of the great unsolved problems of sourcepawn.

but whatever, i already had previous plugins i made myself that i forgot about and just saw a method from there.

now it counts down and does rr

Well, you put an action inside a loop and you don't know how to get it to stop looping. I don't know what to do with a person like that.

first off i copied a sm from someone else requesting a way to simply have a sm_rr at end of round, since this doesn't happend automatically when timer hits 0 if there is no bombzone or hostages. all the css maps includes either hostages or bombzone in all the stock maps so it never occurs there

and there was no plugin doing this either in sourcemod plugins search, so its just natural to ask.
