Just would like to have minimal downloads, would be better. Then again longer downloads may be a plus.

Well, downloading 10 files will be pretty much the same as downloading 1 file with the same size. Either you will have more downloads with a 100% working plugin, or less downloads with a plugin that won't work properly and will require another person to make the model every time you want to change something.

The thing is that I think submodels share the same skeleton and animations. Not sure what exactly they share, but the file will be quite smaller.

You misunderstood the point, 1 Full Resource * 10 Sub-Resources = 10 MB (example)
10 Sub-Resources = 9 MB (a little less because in the first one you're including an extra one)

So yeah what he's trying to do is buggy and useless.

Wrong.

1 resource = 2mb (1.4 mb animation and 0.6mb skeleton and textures)
10 resouces = 20mb.

1 big resource with 10 sub-resources = 1.4mb + 10 * 0.6 mb = 7.4mb

This is just an example, but you get the idea...

Size of resources doesn't matter. Not going above the precache limit does.

ex. (allow_ak 1, allow_awp 1) which don't exist...
- But how on world he has to know these commands, so basically client has to be in server(downloading bunch of models) then learing these commands.
