I get this bug too. Seems to be something that's been stuck with AMXX for a while (it seems to happen when there are a lot of plugins installed?)

What you can try to do is in amxx.cfg (or something that executes after map change) add the line:

amx_reload (this will, obviously, reload AMXX)

This should automatically reload the admins when the map changes so you won't have to do it manually.
