I'm here once again with a n00b problem so please bare with me here...
(TL;DR version also available)

I had started trying to mess with Sourcemod plugins on my local server abouth a couple of months now and during my set ups I managed to install a bunch of stuff sucessfully, mainly L4DToolz, Left4Downtown 1, Final Boss, Superversus(don't ask me wich version now, I'll get there) and a bunch of other usefull stuff like crawling plugins, more spawn of infected...everything was fine and dandy until the latest uPdAtE hitted, something happened and my buddies and randoms could not join when I was trying to host 4+ lobbies/games and then I started to again...mess around.

And mess around I did and the dumbass here made the incredible mistake of deleting the original folder by mistake and I can't remember wich versions and wich plugins I had exactly that made this happen(and kinda the thing I wanna make it work again):

-Whenever I started the game, the in-game lobby had to have the 8+ Player Lobby Workshop Addon on so it could work, players could join up and the limit was 12 players.
-Starting bots were only 3(counting with me, the host) during the WHOLE game and ONLY 3 of them. <- This is important
-Special infected were not affected back then and now, I can|could basically do a Hard Eight and get more Commons/Uncommons to spawn with no problems

But now what happens?Basically there are 11 bots everytime I start the game and they keep spawning, despawning constantly with no end in sight to this, sometimes they stop sometimes they don't.

I've searched and redone the server configurations, plugins set ups and a bunch of other things for days with no sucess and I'm mentally tired of this process and require a hand with this.

TL;DR
Server was working fine with limit of 12 players, only 3 bots active and getting used by players whey they joined, after one of those damnable updates hitted some of the server's plugins stopped working and I tried to fix them, messing up the whole thing in the process. Now there are 11 bots in the start of each map and when they don't appear, as soon someone joins, they keep spawning and despawning.
All I wanna do is make a limit of 3 bots available that players can get control of them first when joining while having max_players set to 12 without having them spawning and despawning without any kind of control during game.

I'm really exhausted and frustrated with this and any kind of help on this will be a great help for me, I managed to fix some of the problems myself with the good old "try and error" but overhaul the server is not behaving like I planned to or like it should behave.

(If I wasn't clear enough on something let me know and I'll be either more clear or explain in more detail)
