There are some ways to do it but it won't be reliable and probably not all that fast and potentially not enough bandwidth. The best option is to find a game server provider that also provides a fast download server because that is often a more cost effective way overall.

just buy a cheap hosting with alot of bandwidth (there are alot of those that costs less than 5$/month)

That's true but in some cases it's easier to help using an instant messenger and if people are looking for fast download solutions I usually offer them via post or pm to use mine.

One option that wasn't mentioned above is to host your own fastdl server for free. If necessary you can host it on the same server you host your game on. I realize hosting a fastdl server and game server on the same machine isn't an ideal solution. However, the thread topic is 'Any FREE way for a fastdl'.

In the context of hosting your own web server, it makes some sense if you're not hosting it at home (on a residential connection) but if you have a dedicated server or a VDS, you can use install all of the core web features with WAMP (on Windows) or LAMP (on Linux).
