there should be a way because quake sounds also work without being affected by the csgo music..

To anyone who is having a problem hearing the sound even though they are getting no errors such as

"[Sound] S_StartSound(): Failed to load sound 'furaxx\intro_mg.mp3'. Can't create mixer."
S_StartSound: Invalid sample rate (48000) for sound 'music\welcome\tcstartmusic.mp3'.

It's to do with your own client settings. I had my "Music" in my audio settings turned down in GO because of that awful music in the Lobby area. If you put this back to a normal volume you can then hear your start sound. I re-installed this plugin at least 5 times before figuring out this little mishap. Obviously I'm not the only one doing it.

well mate thx for this but even then it doesnt work for me i added that sm_start_sound "music/welcome/secretforce.mp3" to server.cfg even to gamemodes_casual.cfg restarted server several times doesnt work

can't make it work, i've changed the source to use the mp3 outside of music folder, to avoid having to enable music, but no success.

It's not working for me and I don'e know why. Also what is does "sm_start_sound musicmapsound.mp3" mean? What do I even do with it?

OMG, after few hours I made it work! The tutorial:
Step 1: Make you joinserver.mp3 rate (Hz) to 44100.[use Audacity program]
Step 2: Place your joinserver.mp3 into csgo/sound/music/foldername/joinserver.mp3
Step 3: Edit joinsound.sp :

g_CvarSoundName = CreateConVar("sm_start_sound", "music/foldername/joinserver.mp3", "Welcome sound");
Step 4: Compile your joinsound.sp. Go to your scripting folder and write[LINUX,putty]:

./compile.sh joinsound.sp
Step 5: Open compiled folder and you see joinsound.smx , put it into a sourcemod/plugins
Step 6: go to your server.cfg and add this

sm_start_sound "music/foldername/joinserver.mp3"
Step 7 : Now you can run the server

The tutorial was for noobs like me
