hostname, game and VAC problems

hello, I want to change the Game from Counter-Strike to "xx.COM PUBLIC", but I dont know where.. I have a problem with VAC too, it shows that VAC is on, but in the server list it doesnt show the shield.. Also, I want to add to the hostname special characters like: "♥ xx.COM - PUBLIC", but when I add ♥ it doesnt show anything.. I edited server.cfg, but it doesnt do anything

why do people change game name at all? its actually counter productive, when players have a lot of different game servers in their steam server browser favorites and they sort by the game name to find servers of a specific game, your server will be in a wrong place

It also violates Steam's Policy of Truth, imo.

..anyway, can someoe tell me why my server configurations are restarting to default when restarting the server? like I set the buy time to 0.1 minutes, after restart it sets to 1.5(default)..
