If you have crashes, start eleminating your plugins.

Our server constantly goes into hibernate mode and causes mass client crashes. Its either l4dtoolz, left4downtown or superversus causing these issues. The server can't work with one of them disabled, so we can't eliminate...

You are aware that sb_all_bot_team 1 has been changed to sb_all_bot_game?
That could be the reason to why your games goes into hibernation.

Hmm that doesn't seem to fix the issue. Server still gives a shutdown message when survivor quits the game.

Running Linux, any more suggestions perhaps?

this works for me.

sm_cvar sb_all_bot_game 1
sm_cvar allow_all_bot_survivor_team 1

Yep u need sm_cvar in front of it since it's flagged as a cheat.
