The only way to do this would be in a web page IN the MOTD, and then maybe don't let them continue (keep showing it) until they have completed it, otherwise kick them after X tries.

So you need the plugin, and the webpage.

I didn't know you could enable interactive text boxes in the MOTD. Oh well, I guess it's possible. Whoever takes up the offer would need to know HTML pretty well then, or PHP. I was thinking of paying 50$ USD via PayPal AT MINIMUM. Price is negotiable, depending on how long this takes. If necessary, the player account info could be stored in a text file on the website itself.

so you want to lock a username/password to each person without a ability to reset anything, so as soon as someone forgets what username/password combo they used they just find a diff server to play on?

Ok quit bitching and whining about someone's idea. If you've got nothing constructive and relevant to say, don't post at all. The whole point of someone only being able to have one account is so that I can keep track of each persons' records. If they forget their password, tough.
