You can use the version I personally use.
It's a completly rewritten plugin but acts just like to the original.
commands:
novac_add <steamID>
novac_remove <steamID>
novac_list
novac_clear

edit: Okay, I tried adding someone, but it told me that steam id is too short.

Well it's not an sm extension so he's not supposed to release the code

Is it possible that admin flags would not work for people who are let in using this plugin? I guess since they are vac'd, it doesn't authorize them properly?

He doesn't have to, but if he doesn't, there's nothing to stop someone from claiming his .so file connects your server up to a DDoS botnet.

Psy could just as well do it in his dota2 fixup and asherkin too in unvac and voicehook yet noone will claim such

I looked at it when it was posted, it does nothing malicious and just does exactly what it says on the tin.
