You could add this to server.cfg

sm_cvar survivor_revive_duration 2 //default 5
sm_cvar first_aid_kit_use_duration 2 // Default 5 - Use time
sm_cvar defibrillator_use_duration 2 // Default 3

Yes, I already do this for myself, but other players can't access this files on my server, so it would be great if they could control heal and revive times for themselves with an "!command"

I should elaborate further to my last post above, I use to adjust the cvar values for the pipe bomb duration in my sourcemod.cfg file too, but since this plugin got released I don't have to do that anymore. Again, it's useful if the player can adjust this for themselves ingame from time to time, as and when the server hardcore difficulty goes up and down.

Sorry for the late reply...This could be done in a plugin, u could also code in conditions for when it changes. However if you type !cvar first_aid_kit_use_duration 3 in chat u can set that convar on the fly, i'm pretty sure...You could also bind "say !cvar first_aid_kit_use_duration 3" or whatever to different hotkeys.

Thanks for replying to my post.

I already use "!cvar first_aid_kit_use_duration" in-game in chat for myself -- as I'm the admin and have control over my server, But the other players that are not admins can't do this for themselves. So it would be nice for all other players to be able to do this via a SM plugin when I'm not playing the server.
