No. It dont. Look @ Server Log. There is the line, that it cant start because sourcebans cant be found, but sourcebans is installed in the plugins folder an the new sourcebans.inc was downloaded too.

Confirm, same error here with SM 1.4.1 - plugin works well with SM1.3.8 (still running some other servers with 1.3.

This plugin is working fine for my Linux CSS server and MM 1.8.7/SM 1.4.1. Probably something else is causing Your problems.

... when I compile the PlugIn without SourceBans support it works. Maybe Rothgar can help.

Then it checks for the SourceBans plugin which in your list was running?
