the best solution would be to not reboot the game. To detect if the download is from server and redirect to sv_downloadurl.

That is not possible with amx alone.

Try this:

(3 and 4 will probably crash but, test them all anyway)

4 isnt working
3 crash server
2 restarts game and crashes

reporting:
new_solution1.amxx ;trying to connect but never join in the server (is like a looping)
new_solution2.amxx ;when i try to join, the game is restarted but not reconnecting to the server (but server not crashing !)
new_solution3.amxx ;server crash
new_solution4.amxx ;instant server crash

Maybe new_solution2.amxx can work if is a way to remember server adress after restart.
or:
Player is already in server.If player are droped or map change. =>> restart game and joined back.

I really need something to force player download from sv_downloadurl cuz when player download from my computer my server stops for 2 - 6 seconds
