i rewrite this plugins
if your health > 100 he dont give you hp
if 100 < +10

For what ?
On my dm server i have plugin drop health pack , if you pickup health pack you up 140 and after kill you have 100 with this plugin

just change the cvar health_limit to a value greater than 100 which is the default, you don´t need rewrite the plugin

Update 2.0 10/01/2013

-Added the Speed Bonus by kill function, special thanks to Arkarr.
-Now you can disable the limit of health added letting the cvar health_limit in 0.
-Removed the line "#include <cstrike>", (I forgot about that, thanks for the feedback).
-Added messages when kill a player that show amount of life and speed gained.

I do :

If you have hp > 100 afrer kill somebody you dont UP hp (like if you eat hp power up you have 150hp)
if you have hp < 100 after kill somebody you regen hp
