I spawn particles only on player body, no hats or weapons.

As long as you are not calling out items/functionality that can be bought on Steam Market, every information out there points towards that you should be fine.

This used to only be a quickplay rule correct? I know of 2-3 TF2 communities who started giving out unusual effects once qp was removed.

OP didn't specify game, but linked to a plugin mentioning multiple games where the first and easily seen reference was CS:S, so therefore my guess was that OP was asking for the guide lines regarding CS:GO and GSLT bans, and not TF2.
