If he's not I am. Players can't change their SteamIDs in a Steam only server, but you wouldn't know that.

I was just quoting what I came across on the forums by other people (you included), also applying common sense as well (as steamids are unique, so they have to be either impossible to change or have a system in place to allow it but remain unique, I haven't came across the latter)

You clearly don't know how Steam authorization system works.

When ever a player connects to a legit server, it checks with Steam if the player is valid (aka legit copy of the game). There is no way two players with the same SteamID can connect as Steam authorization system will detect the second player as a false and non-legit (cuz the first player is already logged in to the server). Valve designed the system to block this kind of things.
