It would be nice to have amxx save all the temp bans in case the server has to restart. I know in versions past, when you restart, all the temp bans are erased.

maybe that is not a solution for you but amxbans works very fine with tempbans. But you'll need an SQL DB for that ...

he could use the vault, record the steamid and the time, then get a task to go through them every 5 mins or so and see if any should be removed from the list

sometimes amxbans is to "big" almost the only reason that I installed amxbans where to save tempbans.

A smaller vault based ban plugin would be great
then all users that dont have sql server can also save their temp bans
