Is anyone aware of a plugin that will rotate in players in Spectate based on how long they've been waiting ?

Here's the set up. Our team would like to try running a server with 'pure' teams. In other words, each team will be allowed only one player of each class. We've got this set, no problem. This allows for 2 teams of 9, for 18 players. We'll run this on one of our 24-player servers, leaving 6 slots for spectators. The goal here is to allow the 6 spectators to rotate in and out occasionally, based on the performance of folks that are playing.

The spectators are crucial to having the 9v9 idea work, as having spare players 'in the wings' helps balance when a player leaves the server. (in other words, we don't want to limit to 18 players, we want folks in spec waiting to come in, we just don't want them to have to wait until someone leaves...)

So, anyone know of anything to do this? If not, anyone up to taking this on?
