Is there any direct link which can be used to download latest stable sourcemod and metamod via a WGET ?

The link which provide a download include the plugin version so its not static

I don't know about any static links (or think their is one to check for newly successful builds), but you can always access the snapshots page.

wouldn't the stable 1.3.7 have updated itself to 1.3.8 eventually using the update feature? Or is only the gamedata stuff updated?

I would for example prefer

http://www.sourcemod.net/download/stable

which will redirect me to the latest stable build.

But if there is not a such feature I will probably just write some dirty-html-parser.
